NANJING, Nov. 27 (ChinaMil) -- The Air Force of the Chinese People's Liberation Army (PLA) sent its H-6K bombers and other types of warplanes to fly more than 1000 kilometers beyond the “first island chain” to carry out high-sea training over the West Pacific Ocean by flying over the Miyako Strait on November 27, 2015, PLA Air Force Spokesman Shen Jinke said in Nanjing, east China’s Jiangsu Province on the same day.
Shen Jinke said that the PLA Air Force also sent H-6K bombers and other types of fighters and airborne early warning (AEW) aircraft at the same time to patrol the Air Defense Identification Zone (ADIZ) over the East China Sea.

China's top military authority, the Central Military Commission, will greatly reduce its departments and personnel and give more power to lower-level authorities, a Defense Ministry spokesman said on Friday.

"The reform aims to enable the Central Military Commission to focus on its core missions, integrate similar functions, intensify supervision and better act as a coordinator," Senior Colonel Yang Yujun told a news conference on the reform guidelines, which were announced by the commission on Thursday.

After the reform, the decision on some specific matters will be left to lower-level authorities, he said, adding that the commission has planned to extensively cut the number of its organs, employees and affiliated entities.

"The restructuring will slim the commission and make it more efficient," the spokesman said. "The top authority will take the lead to compress its size, giving a good example to the whole People's Liberation Army."

The Central Military Commission hosted a three-day PLA reform meeting in Beijing from Tuesday to Thursday. President Xi Jinping, who is chairman of the commission, gave guidelines on the reform at the conference.

According to Yang, the Central Military Commission organized more than 860 seminars and forums to solicit suggestions on the unprecedented reform. Nearly 700 PLA units and government departments and more than 900 high-ranking officers were surveyed.

Yang also said that establishment of the ground force's headquarters will improve the Army's development and modernization.

Responding to a question on whether the reform will change China's defense policy, he said that the policy will remain "defensive in nature", and that Chinese armed forces "will always be a staunch force to safeguard world peace and regional stability".

President Xi's pledge in September that the military will cut 300,000 troops has demonstrated the nation's resolve to pursue a path of peaceful development, Yang added.

The government and the military have drafted a detailed plan and a set of supporting measures to make sure that the interests of those affected by the reform will not be compromised, he said.

Party to restructure area commands, centralize authority

China has unveiled an outline of the highly-anticipated military reform plan, including a redrawing of the regional military command system and streamlining the leadership of the Communist Party of China, to develop a modern military system "capable of winning information-age warfare."

Analysts said the latest military reform marks a landmark adaption to the increasingly complicated global situation faced by the world's largest rising power.

Addressing a two-day meeting on reforming the armed forces that ended Thursday, Chinese President Xi Jinping said that a structure should be created to give the Central Military Commission (CMC) authority over both the administration and command of the People's Liberation Army (PLA), the Xinhua News Agency reported.

It will restructure its military regions, Xinhua quoted Xi as saying, without giving further details. China has seven military area commands in Beijing, Nanjing, Chengdu, Jinan, Shenyang, Lanzhou and Guangzhou.

Under the CMC's leadership, the area commands will focus on engagement, while the PLA army, navy and air force will focus on developing their respective force. The structural reform aims to better integrate the command over the PLA, Xinhua added.

The reform will establish a three-tier "CMC - battle zone commands - troops" command system and an administration system that runs from CMC through various services to the troops.

According to Beijing-based military expert Zhao Xiaozhuo, armed forces construction would include research into military weapons and equipment and recruiting and training of army personnel to properly operate the equipment.

A specialized command for land forces will also be established, which Zhao said would help complete military service and facilitate future joint operations.

Zhao said that the future reform of the military command would be based on the nation's existing strategy as the missions of the armed forces have expanded from safeguarding national security to more global tasks, such as overseas peacekeeping and escort missions.

The reform would significantly improve China's military capacity, he added.

Xi also reiterated his earlier announcement to trim PLA personnel by 300,000 troops. The cut was first announced on September 3, which is about 13 percent of the 2.3 million-strong military force. The cut is expected to be carried out by the end of 2017.

This is the fourth major PLA reduction. In 1985, China downsized its army by more than 1 million, the biggest reduction ever.

"Previous reforms mainly focused on reducing the number of service personnel without affecting the composition of army units, which had limited impact. The latest reform is aimed at revamping the system, while reducing the number of service personnel is merely a side effect of the reform," said Gong Fangbin, a professor at the PLA's National Defense University on Thursday.

An expert close to the PLA navy told the Global Times that the reform comes amid the changing global situation and increasing security threats to China, especially maritime threats. It also comes at a time of stricter supervision and strengthening the rule of law in the military.

"The reform is geared towards modernization, which follows the trend set by the US and Russia," Gong told the Global Times. "Aside from that, we've also learned from countries such as Israel involving military logistics support and civil-military integration."

Anti-corruption drive

At the same time, a PLA disciplinary body, an auditing department and political and law committee will be established as part of the central authorities' anti-corruption initiative in the military.

Analysts said the announcement comes at a perfect time.

Two former vice CMC chairmen, Guo Boxiong and Xu Caihou, have been brought down for corruption in the past two years.

"By building a sound social and Party culture, people will place the military's and nation's interest on top, and will avoid personal and clique interests," Gong noted.

A PLA economic expert told the Beijing Times that paid public services provide the military with resources after serving the troops, including military-run hospitals that can theoretically help provide funds for medical research and help improve military doctors' skills.

However, paid services in the PLA can also attract some illegal activities. They could also lead to a welfare gap between troops with paid services and those without, according to the expert, the Beijing Times reported.

Army's new LSM to support South China Sea Garrisons

The South China Sea is traditionally the PLAN's Area of Responsibility (AOR), just hope this new army insertion is part of a greater collaboration between different service branches and not a rivalry brewing underneath.

At any rate, the material commitment by the PLA Ground Force only reinforces the Chinese commitment to the South China Sea dispute.

New ship to ferry supplies to S. China Sea

The ground force of the People's Liberation Army commissioned its largest ship in Sansha, Hainan province, on Monday, planning to use it to transport materials to islands in the South China Sea.

PLA Daily, the military's newspaper, reported on its website on Tuesday that the ship is a new-generation logistics support vessel for the PLA Army. It is 90 meters long and has a full-load displacement of 2,700 metric tons, making it the largest ship in the Army's watercraft fleet, the report said, without revealing the vessel's designated class.

The ship is capable of ferrying heavy-duty weapons and accommodating a helicopter. It will be used to transport supplies, weapons and equipment to places in the South China Sea and to conduct search and rescue operations there, the newspaper said.

Photos released on the website show the ship bearing a designation of GY820, which indicates it belongs to the Guangzhou Military Command.

Cao Weidong, a researcher at the PLA Naval Military Studies Research Institute, told China Daily that Army soldiers guard many islands in the South China Sea and that transporting their living necessities is the Army's responsibility.

"Compared with the Navy's logistics support vessels, which mainly supply combat ships at sea, the Army only uses such ships to transport materials to soldiers stationed on islands, so their ships are smaller and have fewer weapons," he said.

According to earlier reports, the PLA Shenyang Military Command received a ship of the same class in November last year.

Footage broadcast by China Central Television showed that the Shenyang Military Command ship can carry at least one Type 99 main battle tank, which weighs around 60 metric tons, and several trucks.

CCTV quoted Colonel Zhang Xichun, head of shipping operations at the Shenyang Military Command, as saying that, compared with other transport ships of the PLA Army, the new vessel has a higher speed and takes less time to load and unload.

A new Amy (not Navy) Landing Ship Medium (LSM) undergo sea trials

A newbuilt ship of an entirely new type for the PLA Ground Forces is currently running sea trials in the Sea of Bohai. It was launched at the Army’s Songliao Shipard at Dalian in August 2013.

Officially described as an Army Ro/Ro Transport, it is really a Landing Ship Medium (LSM), equipped with the with the typical kedging anchor of landing ships, even though the bulbous bow would preclude the ship from beaching.

The ship is equipped with both bow and stern ramps and a short helicopter platform aft.  The armament consists of four twin 14.5 mm guns, two forward and two aft. Twin funnels indicate  twin-screw propulsion; in addition, it has a bow thruster for improved maneuvrability.The lifting capacity is probably a mechanised infantry company.

The ship is a striking departure from the Type 271III YUWEI class Landing Craft Tank (LCT) that has been building for decades for the Army, and of which there currently are some 85 in service with the Army’s landing craft units. The dark grey colour, too, is a departure from the usual blue of Army vessels.

It is not known if the new ship will go into series production nor which unit will operate the new ship. In view of its experimental nature, a good possibility would be the Ship Squadron (Unit 73502) at Dongshandao, attached to the Nanjing MR Amphibious Training Base.

Songlia Shipyard built another unique ship in 2012, the training vessel AL201 belonging to the Training Squadron of the Army/Air Force Navigation School at Zhenjiang. That ship was based on the Sea Police’s Hai Jing 31101 PUDONG (Type 718).

BEIJING, November 23 (ChinaMil) -- Colonel Shen Jinke, spokesperson for the Chinese People's Liberation Army (PLA )Air Force, said in Yunnan Sunday that upon the invitation of the Thai Air Force, the Bayi Aerobatic Team of the PLA Air Force flew to Thailand on November 22 to perform acrobatic flights at the closing ceremony of the "Eagle Strike-2015" joint training exercise between Chinese and Thai air forces.

It was the third time that the Bayi Aerobatic Team performed in foreign countries after the Moscow International Aviation and Space Salon in 2013 and the Langkawi International Maritime and Aerospace Exhibition (LIMA) in 2015.

Seven J-10 planes of the Bayi Aerobatic Team took off at an airport in Yunnan at 9:00 on November 22, Beijing time, and arrived at the Korat air base in Thailand at about 10:00, local time. It is learnt that the Bayi Acrobatic Team is scheduled to put on two flying performances at the closing ceremony of the "Eagle Strike-2015" joint training exercise between China-Thailand air forces. Lt. Gen. Zhuang Kezhu, commander of the air force under the PLA Beijing MAC, saw off the Bayi Aerobatic Team on the same day. He said that China and Thailand are friendly neighbors.

As Bayi Aerobatic Team's first acrobatic performance in a Chinese-foreign air forces joint training exercise, the trip to Thailand will help display the PLA Air Force's "open, confident and cooperative" image and enhance the mutual trust and friendship between Chinese and Thai air forces, Zhuang added.

According to Shen Jinke, the "Eagle Strike-2015" joint training exercise, which kicked off at Thailand's Korat air base on November 12, has enhanced the mutual learning and understanding between the aviation troops of the two air forces and deepened the practical cooperation between Chinese and Thai militaries.

Shen expressed that this year marks the 40th anniversary of the establishment of diplomatic ties between China and Thailand. The two countries have enjoyed long-standing friendship and their air forces have carried out a series of military exchanges and achieved great results in recent years.

After the PLA Air Force Bayi Acrobatic Team ended the performance at LIMA in March 2015, it flew back to China via Thailand, and the Thai Air Force assigned JAS 39 Griffin fighters to escort the team, demonstrating the sound cooperation between the Chinese and Thai air forces, Shen added.

Maj. Gen. Feng Aiwang, commanding officer of the PLA Air Force's acrobatic performance in Thailand, said in an interview at the Korat air base that the flying performance demonstrated the competence of Chinese pilots and the performance of aviation equipment, reflected the spirit and culture of the PLA Air Force, and witnessed the friendship between the two nations.

Feng continued that the Bayi Acrobatic Team designed 19 acrobatic moves according to the features of the airport environment and developed four schemes based on the meteorological conditions, so as to present an amazing "sky dance" for the Thai people.

"The PLA Air Force is willing to strength the exchanges and cooperation with foreign air forces and make active contributions to the lofty cause of peace and development of the human society", according to the spokesperson.

Xinjiang police have succeeded in disbanding a terrorist group after 56 days of fighting and fleeing during a manhunt in the far West Chinese region.

On Sept. 18, a group of armed men attacked a coal mine in Baicheng county of Aksu prefecture, killing 11 civilians, three policemen and two para-police members and injuring 18 others, according to a statement from the publicity department of Xinjiang.

They later escaped into the mountains. Police then began a daily manhunt that involved more than 10,000 citizens and police searching an area of 1,300 square kilometers.

By Nov. 12, 28 members of the group had been killed during back and forth gun fights with police. One surrendered.

The terrorist group was directly guided by an overseas extremists group and led by two local Xinjiang males named Musa Tohniyaz and Mamat Aysa, the statement said, adding the name of the organization cannot be disclosed as investigations are still underway.

"In 2008, members of the group began watching videos containing messages of religious extremism, gradually reinforcing their extreme beliefs," the statement said.

Before they committed the killing, the group contacted overseas extremist organizations six times. They contacted them again for guidance while on the run from police.

"The overseas extremists gave orders and demanded they pledge allegiance," the statement said.
