That looks like a test (or possibly actual use, although the crowd being there during the event makes that less likely) of a runway overrun protection system like an EMAS. For an example, see here. Note - that slide deck shows there is an EAS install at Juizhai Huanglong Airport (PRC). For some add'l info, see E2.
