Just militia having some fun with their Chinese SKS ala Type 56. Very unique bayonet, no bottle opener function
Funnily enough, several US jets were actually brought down by small arms fire. I don't think that the crossbow was part of the air defence training, it's like H.Danny said, it is likely to be local militia.
